What does RSS mean?
The RSS means Reach Site Summary, but I am not going to bore you with official information about this xml files I will rather try to explain you how it works in human being language.
You can access these feeds by RSS reader. It could be implemented into your web browser or you can have it as a stand alone application. I use Firefox plug-in called Sage.
How does it actually work?
Whenever you visit a site which has a RSS feeds available you can ask your RSS reader to discover all the feeds on the site. Simple by pressing the button Discover feeds (or something similar). RSS reader will show you which RSS feed are available and you are able to chose which ones you want to add to your reader.
Next time you turn your computer on just press the button Check feeds and all the feeds you have added to your reader will be automatically updated. This way you do not have to visit all the sites which you are interested but you can have the information about every site with a one mouse click.
You can even configure your RSS reader to update the feed automatically when you log on to your system. When the feeds are updated you will see if there is any new information on the mentioned sites or not. You can then read the content of the site in the RSS reader or you can click the article, comment link (or whatever the feed is about) and read it directly on the site.
